This role is responsible for ensuring the Mobile Financial Services (MFS) business operation is compliant with all AML, CTF, Fraud Prevention and Risk Management framework in Fiji, Nauru, Samoa, Tonga and Vanuatu. This will involve complying with Digicel’s compliance strategy and being able to define and communicate key controls and processes pertaining to MFS. The role will work closely with the Head of Compliance and the Head of MFS – Hub to execute the key deliverables.

 

 

Core Responsibilities:

 

 

  • Manage ML/TF Compliance for 4/5 markets and develop and maintain an AML Compliance & Risk Management strategy.
  • Fulfil the AMLCO/MLRO role and requirements
  • Responsible for the annual review of the AML/CTF Program, PPPs & risk assessments.
  • Perform AML and Risk reporting.
  • Ensure alignment and provide support to the Governance and Regulatory Affairs Manager pertaining to Corporate Governance and Regulatory Affairs objectives and strategies.
  • Lead, support as well as provide oversight to the AML analysts.
  • Perform annual review of the MFS Transaction Monitoring Rules.
  • Contribute in the development of the MFS business, governance, regulatory, risk and compliance strategies.
  • Manage and oversee incident responses and investigations into compliance violations and security incidents and recommend corrective actions and preventive measures.
  • Manage and review of customer, agent, merchant, corporate onboarding processes and due diligence requirements.
  • Maintain comprehensive record keeping applicable to AML risk and compliance matters.
  • Identify opportunities to enhance AML risk management and compliance processes.

 

 

Academic qualifications, experience and skills required for this role:

 

 

  • Bachelor’s degree in Banking, Auditing, Law or a related field. A master's degree or professional certification (e.g. CAMS, CRCM) or another similar certification is preferred.
  • Minimum of 5 years of relevant experience in AML and compliance within financial services or regulatory entity, with a track record of success in risk management.
  • Knowledge and understanding of relevant laws and regulations relating to the Money Service Business, Mobile Money and Banking is required.

 

 

Skills required for this role:

 

 

  • Strong understanding of data analysis and trends analysis.
  • Experience identifying and resolving risk issues in an operational setting, preferably finance related.
  • Experience developing AML/CFT and fraud prevention compliance programs, risk strategy and implementation of risk mitigation systems.
  • Excellent verbal, analytical and communication skills.
  • Good time management and planning capability.
  • Ability to work independently and collaborate effectively with cross-functional teams.
  • Attention to detail and high ethical standards.
  • Project management skills.
