We are currently seeking a highly motivated Risk & Compliance Lead to join our Mobile Financial Service Risk & Compliance Team at the DTL head office, reporting to the CEO and the Group Head of Mobile Financial Services Risk & Compliance. This role will require you to focus on:
1) Risk & Compliance - This role is responsible for ensuring the respective Market’s Mobile Financial Services (MFS) business operation is compliant with all Anti-Money Laundering /Combating Financing of Terrorism, Fraud Prevention and Risk Management. The role will fulfill the AMLCO/MLRO role and requirements as defined by jurisdiction
2) Governance and Regulatory Affairs - Lead and manage the governance and regulatory affairs strategy/plan/requirements for the MFS Market. The role also provides high-level secretariat support to key audit, risk and board committees to ensure broader corporate governance requirements are in place and well-managed
Core responsibilities:
The role is responsible for ensuring the following:
- Risk & Compliance Management
- Contribute to the development/review and implement the in-market AML/CTF Compliance & Risk Management strategy, policies, procedures, and controls in line with compliance best practice, as well as regulatory and business requirements
- Coordinate with MFS Hub Teams and in-Market MFS Teams to ensure adherence to applicable policies, frameworks, laws, regulations and due diligence requirements
- Ensure that the AUSTRAC AML/CTF obligations and controls relative to the MFS business (Internal/External) is maintained and tested.
- Review and assist in the development and execute the control assurance plans and assurance testing and ensure any control design and operating failures in the Market are remediated within the prescribed timeframe.
- Fulfil the AMLCO/MLRO role and requirements, where applicable and as defined by jurisdiction.
- Ensure consistent application of customer onboarding identification/verification, Know Your Customer (KYC) due diligence, and distribution channel controls.
- Engage with the Hub AML team on the AML/Sanctions transaction and customer screening process and ensure all high risk and key concern matters are addressed and in a timely manner.
- Conduct general and role specific training to the MFS business (Internal/External) on an agreed periodic basis.
- Develop and maintain the MFS risk profile (enterprise risks and compliance driven risks) and act as the custodian of the risk register. Conduct ongoing review and maintenance of the risk profile and risk register to ensure it is current.
- Manage the day-to-day incident management process including timely documentation, escalation, closure and governance reporting of material incidents.
- Governance and Regulatory
- Contribute to the development/review and implement the in-market Governance and Regulatory framework in line with industry best practice, as well as regulatory and business requirements.
- Act as the single point of contact for all regulators and relevant external stakeholders for the market.
- Monitor new or changed regulatory obligations and ensure requirements are implemented within prescribe timeframes.
- Maintain strategic and effective regulatory relationships and facilitate proactive engagement with government agencies and industry bodies.
- Manage regulatory submissions, including licences, product approvals, notifications, and statutory reporting.
- Lead the implementation and enforcement of governance, consumer protection, ethics, and data privacy standards.
- Prepare and provide governance reporting on all risk & compliance matters.
- Act as the Secretary for the MFS Audit Risk Committee and provide high-level secretariat support to key audit, risk and board committees to ensure broader corporate governance requirements are in place and well-managed
- Represent in the MFS Board meetings and MFS Hub forums.
- Lead and manage internal/external and regulatory audits with appropriate actions for remediation in place and closed off as per agreed timeframes.
- Training & Awareness
- Develop capability within the MFS business (Internal/External) through ongoing training and awareness on risk and compliance management.
- Reporting & Documentation
- Ensure comprehensive record keeping for all governance and regulatory matters.
- Document risk assessments, decisions, and remediation activities.
- Monitor the implementation of internal controls across the market and validate governance compliance for new projects.
- Continuous Improvement
- Identify opportunities to strengthen governance, regulatory, ethics, and data privacy processes.
- Implement best practice initiatives to increase the efficiency and effectiveness of the governance and regulatory affairs function.
- Champion continuous improvement in governance maturity across the market.
