Human Resources Manager

The Human Resources Manager plays a crucial role in managing and overseeing all aspects of the human resources function within an organization. The role is responsible for developing and implementing people strategies, policies, and programs that align with Digicel Vanuatu’s goals and objectives. The Human Resources Manager also serves as a strategic partner to senior management, providing guidance and support on all matters related to human resources.

Responsibilities: 

  1. Develop and execute HR strategies and initiatives that support the overall business objectives. Collaborate with senior management to align HR practices with the company's vision and values.
  2. Manage the full cycle of recruitment and selection processes. This includes developing job descriptions, advertising job openings, screening resumes, conducting interviews, and making job offers. Ensure that the organization attracts and retains top talent.
  3. Foster positive employee relations by promoting open communication, addressing employee concerns, and mediating conflicts. Handle disciplinary actions, grievances, and investigations following established policies and legal requirements.
  4. Oversee the performance management process, including goal setting, performance appraisals, and development plans. Provide guidance to managers on performance-related issues and facilitate employee development and career growth.
  5. Administer DVL’s compensation and benefits programs. Ensure that compensation packages are competitive, fair, and aligned with industry standards. Stay updated on relevant laws and regulations concerning employee compensation.
  6. Identify training and development needs within DVL and design and implement training programs to enhance employee skills and knowledge. Coordinate employee development initiatives and promote a culture of continuous learning.
  7. Develop and implement HR policies and procedures to maintain compliance with applicable laws and regulations. Stay informed about changes in labor laws and ensure that HR practices meet legal requirements.
  8. Develop and implement initiatives to enhance employee engagement and promote a positive work culture. Measure employee satisfaction, identify areas for improvement, and implement strategies to increase employee retention.
  9. Oversee HR administrative tasks, such as maintaining employee records, managing HRIS systems, and ensuring accurate and timely processing of payroll and benefits.
  10. Track and analyze HR metrics, such as turnover rates, recruitment statistics, and employee satisfaction surveys. Prepare reports and presentations for senior management, providing insights and recommendations for improvement.
  11. Oversee facilities services and maintenance activities.

Academic qualifications, experience and skills required for this role

  1. Bachelor's degree in Human Resources Management, Business Administration, or a related field. A Master's degree is preferred.
  2. 5+ years of experience as a Human Resources Manager or in a similar HR leadership role.
  3. Strong knowledge of HR best practices, labour laws, and regulations.
  4. Excellent interpersonal and communication skills.
  5. Ability to build and maintain positive relationships with employees and management.
  6. Strong problem-solving and decision-making abilities.
  7. High level of integrity and confidentiality.
  8. Proficiency in HRIS systems and other relevant software.
