This role will be reporting to the Head of International Business- Carrier Services and will be responsible for the overall operation and maintenance of the switching and network systems of the Digicel international network for problems problems are resolved in a timely manner and are escalated to the appropriate management structure.

 

The engineer will serve as a technical expert, assisting with root cause analysis/problem resolution and supporting infrastructure change and implementation activities. Provide support in coordinating and executing projects for the DPL technical team including projects that are not for International Business.

 

Core Responsibilities:

 

  • Working with the team to manage and maintain all International Business (Voice Gateway and Roaming/ SMS) nodes related to Digicel Pacific.
  • Responsible for coordinating with vendors to follow up open issues related to IB Technical nodes in accordance with Department Manager.
  • Monitoring and handling of Voice Gateway, Core & Packet Network like HLR, MSC, Affirmed and STPs Network NEs alarms and daily issues.
  • Responsible for escalations of all open issues to related vendor professionals to resolve the issues within the period specified in the escalation matrix and SLA document.
  • Responsible for preparing system engineering documents for the installation and operation of IB Technical equipment.
  • Responsible for Traffic Engineering including forecasting and routing traffic on all interfaces to meet company specified Grades of Service on a routine basis and to support node installations and expansions.
  • Responsible for optimizing the traffic plan on an ongoing basis to operate the network with least cost and highest level of reliability.
  • Co-ordination with vendors for fault identification and rectification. Problem synthesis & reporting.
  • International Roaming Testing and coordination with roaming partners for troubleshooting.
  • Execution for Work orders related to and under IB Technical team operations.
  • Traffic report analysis in order to identify KPI deviation and capacity issues.
  • Provide robust and timely reporting to Manager containing information on productivity, progress of projects, financial and other appropriate measures.
  • Signaling traces (ISUP, MTP, SCCP, MAP, CAP and CAMEL etc) by protocol/interface analyzers for examining / investigating the causes of voice/data inconvenience.
  • Responsible for management of Switch connectivity, Network performance, and outage resolution.
  • Collect, compile and analyze fault reports from all nodes, interpreting the reports and utilizing troubleshooting skills to identify and resolve complex system hardware/software issues.
  • Perform IREG testing activities. (IR24, IR35, IR60 and IR38)

 

Academic qualifications and/or experience required for this role:

 

  • Bachelor's degree but not mandatory or equivalent in a relevant area of specialty.
  • At least 5 years of experience in the telecommunications field or in a related area.
  • Familiar with telecommunications and networking concepts, practices, and procedures.
  • Knowledgeable of telecommunication and networking protocols and standards including (but not limited to) TCP/IP, SIP, UDP/TCP, RTP, SIGTRAN, S7/C7, CODECS, OSI standards/reference model, GSM, LTE, CAMEL, MAP, SMS, SMPP etc.

 

Skills required for this role:

 

  • Understanding of Operator setup and operational details
  • Understanding of GSM/ 3G and LTE networks.
  • Knowledge of equipment operations and network standards.
  • Ability to communicate internally, upward and cross functionally.
  • Ability to diagnose and correct various systems and inter working problems.
  • Knowledge of IP network design, Implementation & Operations.
  • Knowledge of 3GPP recommendations of GSM/GPRS service & its protocols
