We are currently seeking a highly motivated Head of MFS Risk & Compliance to join our Risk & Compliance Team at the Digicel Nabua office, reporting to the Group Chief Commercial Officer. This is an exciting opportunity to be part of our growth and innovation!

 

The role is the single, enterprise‑wide leader for Risk & Compliance across all Mobile Financial Services (MFS) entities in PNG and the Hub Markets (Fiji, Samoa, Tonga, Vanuatu), with overarching accountability for AML/CTF compliance across all Digicel Pacific (DP) entities, including non‑MFS businesses such as DPL and DAUS. It provides end‑to‑end oversight of AML/CTF obligations in every relevant jurisdiction, including Australia, and delivers strategic governance, reporting, and assurance to internal and external stakeholders, including Telstra and the various Boards. This position consolidates responsibilities previously spread across multiple roles and now serves as the single point of accountability for AML/CTF, regulatory compliance, governance, and enterprise risk across Digicel Pacific

Core responsibilities:  

EnterpriseWide AML/CTF & Regulatory Risk Leadership

  • Lead the overall AML/CTF strategy for all MFS entities (PNG + Hub) and all nonMFS DP entities.
  • Ensure compliance with AML/CTF obligations across all jurisdictions, including Australia.
  • Maintain a groupwide compliance and regulatory risk management framework, ensuring consistency across all markets.
  • Fulfil AMLCO/MLRO responsibilities where required by jurisdiction.

 

Governance, Board Reporting & Telstra Alignment

  • Prepare and deliver Boardlevel reporting for all MFS entities and DP Boards on AML/CTF and enterprise risk.
  • Coordinate all AML/CTF, fraud, and risk reporting to Telstra, ensuring accuracy, defensibility, and timeliness.
  • Ensure governance frameworks across all MFS entities are consistent, compliant, and auditready.

 

Audit, Assurance & Regulatory Engagement

  • Lead all internal and external audits related to AML/CTF and MFS compliance across DP.
  • Serve as the primary liaison with regulators, FIUs, and law enforcement across all jurisdictions.
  • Ensure timely closure of findings and implementation of corrective actions.

 

Operational Compliance & Monitoring

  • Oversee transaction monitoring, suspicious activity reporting, and AML/CTF investigations across all markets.
  • Ensure consistent application of customer onboarding, KYC, due diligence, and distribution channel controls.
  • Own and manage AML/CTF monitoring tools and ensure effective use across markets.

 

Leadership of the GRC Function

  • Provide direct leadership to the three GRC Managers (PNG, Hub, Governance & Regulatory Affairs).
  • Build capability, ensure consistent standards, and drive a culture of compliance across all markets.
  • Lead and support Compliance Analysts and other risk personnel across the region.

 

Strategic Partnership & Business Enablement

  • Partner with the Head of MFS to embed compliance considerations into product development, market expansion, and operational decisions.
  • Contribute to the development of MFS business strategy, ensuring alignment with regulatory expectations and enterprise risk appetite.

 

Budgeting, Forecasting & Performance Management

  • Support preparation and management of the Compliance budget, including forecasting and performance monitoring.
  • Drive continuous improvement through analysis of trends, risk indicators, and operational performance metrics.

 

Academic qualifications, Experience & Skills required for this role:

  • Bachelor’s degree in Law, Accounting, Banking, Auditing, or related field.
  • Master’s degree or professional certification (CAMS, CRCM, CFTI, ICA) strongly preferred.
  • Minimum 7–10 years senior experience in AML/CTF, regulatory compliance, or financial services risk management.
  • Demonstrated experience working with multijurisdictional regulatory environments, including Australia.
