We are currently seeking a highly motivated Senior Manager MFS Risk & Compliance to join our Mobile Financial Services Team at the Nabua reporting to the Group Head of MFS Risk & Compliance. This is an exciting opportunity to be part of our growth and innovation!
This role is responsible for supporting the Mobile Financial Services (MFS) business operation to ensure compliance with all Anti-Money Laundering /Counter Terrorism Financing (AML/CTF)/Sanctions, Regulatory Obligations, Internal Policies and Enterprise Risk Management (ERM) in Fiji, Samoa, Tonga and Vanuatu (Hub Markets). This will involve implementing Digicel Pacific Limited (DPL) Risk & Compliance strategy, define and roll out key controls and processes and coordinate with the Group Head of MFS Risk & Compliance and the Head of MFS Hub plan and timeline to implement the same.
The selected candidate plays a critical role in ensuring the Hub Markets adherence to AML/CTF regulations, all other regulatory obligations and enterprise-wide risk management. Works closely with Hub Markets Risk & Compliance Leads to develop, implement, and maintain robust compliance and ERM programs. This role requires a deep understanding of regulatory requirements, ERM and having strong analytical skills with effective communication to ensure the Hub Markets operate in a compliant and well-managed manner.
Core responsibilities:
- Support the Hub Markets in enhancing, implementing and ongoing review of the AML/CTF Compliance, Regulatory Compliance & ERM strategies, policies, frameworks, procedures, systems and controls in line with regulatory and business requirements as well as compliance best practice.
- Lead and manage a team of AML Analysts within the Hub to ensure transaction/customer monitoring and screening is well-managed with high risk and key concern areas are reported appropriately
- Ensure consistent application of customer onboarding, KYC due diligence, and distribution channel controls across the Hub Markets.
- Assist with the development and roll out the AML/CTF mandatory training across all Hub Markets (general & role specific).
- Oversee Hub Markets on the compliance and operational incidents and work with the Hub Markets Risk & Compliance Leads to recommend corrective actions and preventive measures by developing and maintaining a centralised incident, issue and remediation tracking.
- Provide support and assistance to Hub Markets Risk & Compliance Leads to develop and maintain (existing/new/changed) the in-country Risk Registers and Obligations Registers, mapping it to the relevant controls and documentation of all regulatory/internal policy for the Hub Markets.
- Review and assist the Hub Markets Risk & Compliance Leads to develop control assurance plans and assurance testing and ensure any control design and operating failures in the Hub Markets are remediated within the prescribed timeframe.
- Assist Hub Markets Risk & Compliance Leads on the regulatory and internal/external audits with appropriate actions/remediations for timely closure.
- Provide support to ensure Hub Markets governance matters such as risk and compliance governance reporting to the Hub Markets Audit Risk Committees, MFS Boards, and Governance Committee.
- Act as the primary contact point for all Hub Markets Risk & Compliance Leads to assist with their day-to-day risk and compliance functions.
- Contribute in the development of the MFS business compliance strategies.
- Foster a culture of a strong risk & compliance culture across the Hub Markets.
- Assume the AMLCO/MLRO responsibilities where required by jurisdiction in the absence of the in-country AMLCO/MLRO.
Academic qualifications, Experience & Skills required for this role:
- Bachelor’s degree in Banking, Accounting, Auditing or Law or a related field. A master's degree or professional certification (e.g., CAMS, CRCM, CFTI) or another similar certification is preferred.
- Minimum of 5 years of relevant experience in AML and compliance within financial services or regulatory entity, with a track record of success in risk management.
- Knowledge of AML laws and regulations applicable in Fiji, Samoa, Tonga, and Vanuatu.
- Knowledge and understanding of relevant laws and regulations relating to the Money Service Business, Mobile Money and Banking is required
- Strong understanding of Financial Services and Digital Payments
- Strong understanding Financial Services, AML/CTF, Regulatory environment including data and trends analysis;
- Experience identifying and resolving risk issues in an operational setting, preferably finance related;
- Experience developing AML/CFT and fraud prevention compliance programs, risk strategy and implementation of risk mitigation systems
- Excellent verbal, analytical and communication skills

- Ability to work independently and collaborate effectively with cross-functional teams;
- Attention to detail and high ethical standards
