We are seeking to hire a highly motivated individual as a Risk & Compliance Analyst to be based here in Nuku’alofa, Tonga and be part of our Governance Risk and Compliance Team. The role will be responsible for ensuring that the company is aligned with different scheme and mobile financial services rules and requirements while keeping abreast with regulatory reforms. The role will be centred on creating a method for identifying risks, making changes, and communicating clearly with project stakeholders regarding MyCash compliance requirements.

 

Core Responsibilities:

 

1: Implement Compliance & AML/CTF Policy Manual vis-à-vis Transaction Monitoring

  • Ensure the smooth functioning of the live transaction monitoring process (includes International Money Transfer & Domestic Transactions) - continuously review, and secure customer due diligence and enhanced due diligence information to facilitate the release of transaction alerts issued by our transaction monitoring systems (automatic and manual);
  • Follow up with staff, agents and remittance partners as necessary, if requisite documents are not received;
  • Check and log transactions suspended from the previous day and record reason for suspension including mobile money accounts;
  • Identify suspicious transactions based on observations made while releasing transactions and conducting investigations for reporting; and
  • Monitor case aging and escalate to the Manager Risk & Compliance as necessary.

2: Conduct Comprehensive AML/CFT Training, Branch Visits, Record Keeping & Reporting

  • Keeping the staff informed at all times about the Company’s Policy and Procedures related to the AML/CFT;
  • Conducting periodic meetings in the operation to update the staff about any change in the regulations or new guidance issued by the Company related to AML/CFT;
  • Reviewing Agent, Biller, Merchant, Internet Payment Gateway (IPG) and Disbursement Agreements/Contract and ensure to maintain comprehensive record with timely responses;
  • Conduct review of business or customer due diligence requirements with Manager to re-align with industry best practices;
  • Prepare for onsite/branch visits and furnish report for any adverse findings to  the MFS Manager;
  • Provide document/information obtained, regarding suspicion, to post monitoring for further review; and
  • Maintain log of volume and types of transaction released on a daily basis.

3: Digitization of Compliance Function & Systems Integration

  • Safekeeping of all transaction documents related to AML/CFT for a period of minimum five (5) years after the termination of the customer transaction, and make these documents available whenever required by any competent authority, or for audit;
  • Assist in development of metrics to demonstrate successful corporate compliance; and
  • Assist in ensuing full integration for domestic m-wallet transactions.

4: Research and Development for Visibility of Compliance Function

  • Maintain a thorough understanding of AML typologies relating to the international remittance business as well as the different local Mobile Wallet operations such as P2P, Cash In/Out, Payment to Merchants (Including QR Codes) and any other the business decide to incorporate in the future; and
  • Keep abreast of compliance developments and evaluate the MyCash compliance regulations and industry compliance trends and update Company’s policies and contracts to remain compliant.

 

Minimum Academic qualifications, Skills & Experience required for this role:

 

  • Bachelor of Accounting, Criminal Sciences, Law or a related field
  • At least two (2) years’ experiences, working in a similar capacity within a financial institution. Member of Association of Certified Anti-Money Laundering Specialist (ACAMS) or equivalent qualification (Desirable);
  • Financial services/banking background;
  • Understanding of remittances, payment flows, alternate payments, and international money transfers; and
  • Good computer skills (especially proficiency in Microsoft) or specific transaction monitoring systems.
